On the morning of Oct. 8, the CPC Wujiang District Committee and the district government held a meeting to summarize the economic and social development of the district in the first three quarters of 2020, analyze the current situation and make arrangements for the work in the fourth quarter. The meeting mobilized Party committees and governments at all levels to make unremitting epidemic containment efforts and accelerate all aspects of work in economic and social development to ensure achieving the targets set for this year and to contribute to the accomplishment of the 13th Five-Year Plan and lay down a solid foundation for the following five years.
Li Ming, secretary of the district Party committee, emphasized at the meeting that we must follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, further emancipate the mind, and strive to achieve the economic and social development goals and tasks. He urged efforts to make new and greater contributions to building the district into an innovative lake area with a livable ecology and to the construction of the demonstration zone for ecological green development in the Yangtze River Delta (YRD) region.
Wang Guorong, deputy secretary of the district Party committee and acting district head, presided over the meeting, which was attended by, among others, Xu Xiaofeng, director of the Standing Committee of the Wujiang District Peoples Congress, Li Bin, chairman of the CPPCC Wujiang Committee, and Qian Bin, deputy secretary of the district Party committee.
In his speech, Li Ming fully affirmed the achievements Wujiang has made in the first three quarters of 2020. The district has made great efforts to win the two-front battle of combating the COVID-19 outbreak and bolstering economic and social development, pursue progress while ensuring stability, thoroughly implement the new development concept, and prioritize the construction of the demonstration zone showcasing the integration of the Yangtze River Delta. Managing to ensure stability on “six fronts” and security in “six areas”, it has maintained a good momentum of development and made remarkable progress in improving economic efficiency and promoting the integrated development.
When reviewing the district’s economic performance in the first 9 months of this year, Li Ming stressed that Wujiang must adapt to the new situation, adding that the world today is undergoing major changes unseen in a century and factors of instability and uncertainty have increased. Recently, General Secretary Xi Jinping has delivered a series of important speeches, which have outlined the way forward for us toward accomplishing the tasks set for the fourth quarter of this year and mapping out plans for the next year. We must conscientiously study and implement the spirit of Xi’s important instructions and strive to grasp the great opportunities coming along with great challenges, Li Ming said, urging efforts to foster new opportunities amid challenges and make new advances amid changes.
As an important part of the demonstration zone for ecological green development in the YRD region, Wujiang must aim high and set high standards in accordance with the new deployments and requirements of General Secretary Xi Jinping. The district must take the lead in forming a new development pattern, promoting technological and industrial innovation, and playing a vanguard and exemplary role in deepening reform and opening up. Continuous efforts should be made to accelerate the building of Wujiang into a model area for ecological civilization, innovation-driven economy, rich cultural background and high-quality development and into a window in Suzhou city and even in Jiangsu province showcasing the integrated development of the YRD region.
Wujiang must stick to the new vision for development and continuously promote a higher level of opening up. In order to make its foray into China’s new dual circulation development pattern and the YRD’s regional circulation pattern led by Shanghai, the district must accelerate the construction of a world-class textile industry cluster and a new highland of textile trade, striving to upgrade products and expand market share in China and the countries and regions along the Belt and Road routes.
It is also important for Wujiang to explore possible ways for promoting high-quality development. It must work proactively to expand effective investment, seize opportunities for development, and support new business forms and models. Benefiting from the national strategy of promoting the integrated development and enjoying the geographic advantage of being in Shanghai metropolitan area, the district should further gather new production factors, such as knowledge, technology, information and data, to promote innovative development.
Wujiang must strive to win double victories in epidemic prevention and control and economic and social development. We must improve the awareness of crisis, strengthen the sense of responsibility, establish a coordination mechanism, and take effective measures to promote economic recovery and growth under the conditions of normalized COVID-19 prevention and control.
In his speech, Li Ming pointed out that the fourth quarter is of vital importance for Wujiang to accomplish its 2020 plan and make a good start to the new year. Greater efforts should be made in the following three months in order to achieve the district’s annual goals and tasks.
Li Ming emphasized that Wujiang must go all out to promote the construction of the demonstration zone showcasing the integration of the Yangtze River Delta, focusing on integrated and high-quality development. It must strive to strengthen its connection with Shanghai and build the demonstration zone into a test field for innovation of integrated systems.
In order to achieve the goal of reaching an annual GDP of 200 billion yuan, Wujiang must focus on key issues, strengthen coordination and take targeted measures to accomplish the set tasks. It must expand effective investment, stabilize foreign trade and investment, promote consumption recovery and strengthen overall planning, so as to play a leading role in high-quality development of Suzhou city.
Regarding innovation as the primary driving force for development, the district must accelerate the upgrading of traditional industries and growth of emerging industries, and enhance the stability and competitiveness of the industrial and supply chains. It must raise the level of industrial development and promote collaborative innovation in industrial upgrading.
Giving top priority to improving peoples livelihood and welfare, Wujiang will continue to adhere to the people-centered development concept and strive to promote the construction of livelihood projects, so as to improve people’s sense of acquisition, happiness and satisfaction. Greater efforts should be made to strengthen urban service functions, implement the rural revitalization strategy, and create a safe and stable social environment.
Li Ming emphasized that manpower is the most important factor for success. Party members and cadres in Wujiang must resolutely implement the decisions and deployments of the central, provincial and municipal authorities, have the courage, vision and strength to prevail over any difficulty or obstacle, push ahead with a pioneering spirit and improve the service efficiency as the backbone of the district’s reform, development and stability.
When addressing the meeting, Wang Guorong pointed out that there are less than three months to go before the end of the year. The only thing with which we can win more time is efficiency. We must make unremitting efforts to push forward and catch up with the schedule so as to achieve this year’s goals and tasks. Wang stressed the need to strengthen innovation capacity and core competitiveness to boost high-quality economic development. He urged all localities and departments in the district to enhance service awareness and go all out to create the best business environment to facilitate the successful completion of the year plan.
Li Weizhen, member of the Standing Committee of the CPC Wujiang District Committee and deputy head of the district, reported the economic performance of the district in the first 9 months of 2020. Representatives of Wujiang Development Zone, FOHO High-tech Zone (Lili Town), Wujiang High-tech Zone (Shengze Town), the District Development and Reform Commission, and the District Commerce Bureau made speeches at the meeting.
